Utah is a state where many of its citizens are struggling to find work.

As the economy has started to recover, many have found themselves scrambling to find full-time jobs, many are struggling with student loan debt and a shrinking middle class.

But as the economy and job growth in Utah has slowly improved, the state is beginning to turn toward what it considers the “soft” part of the economic pie: the business development side of the equation.

A new report by the Utah Business Development Association calls out what it calls a new model for business development in Utah.

The report calls out a new set of criteria to be used when looking for qualified candidates, and a new approach to training and development.

The new model, which was first put forth by the state’s business development association, was adopted in 2018 and it now has the endorsement of the state Department of Business, Economic Development and Tourism.

It also has the backing of the U.S. Conference of Mayors, which is a nonprofit organization dedicated to promoting business and economic development.

“The purpose of the new model is to give us a clearer picture of who is the best candidate, which means that the process should be focused on the applicant and not the applicant’s business, and not on their employer,” said Bob Rau, the association’s vice president of government relations and policy.

The association says the model can be applied to almost any type of business in Utah, and that the more you know about a candidate the more likely they are to get hired.

The state says the process will help to create more diverse jobs in Utah and create a more diverse economy.

“We are really seeing a very strong uptick in diversity, and there is also a strong uptick for the opportunity to diversify the economy,” said Rau.

“There is really a new paradigm in business development that we want to embrace,” said Mark Hager, a partner with the Utah-based consulting firm KPMG.

“It is really about getting out and working with the people who you’re trying to attract, to get them on board and to get the right people to help you make this happen.”

Rau said that the new process, called the Utah Workforce Innovation Initiative, will be designed to bring in more qualified candidates and more people who are willing to invest in their business.

“It’s an excellent system,” he said.

“I think the most important thing is the way in which you recruit people is really important.

There’s no better way to recruit people than to do a good job,” said Hager.

Rau also said the new approach should not be a replacement for the state of the arts and culture program that was created to promote Utah as a cultural hotspot and tourism destination.

“This will be a model that we’ll use to make sure that the state continues to be the place it is and that we continue to attract people to the state and to Utah,” said the association president.

The Utah Business Council is also part of this effort.

In its mission statement, the council says its goal is to “promote and promote Utah’s unique opportunities for business and business development to support and foster an environment of growth.”

The report recommends the state adopt the same model for training and employment opportunities that it has for training.

“By creating a strong and diverse pool of potential employers, we can create more job opportunities for Utahans,” said Scott McBride, president and CEO of the Utah Chamber of Commerce.

“To do this, we have to make a lot of changes,” he added.

“For instance, we don’t have a great record of doing business with our employers, and we need to find a way to improve that.”

McBride said that as a Utah native, he was familiar with the challenges that business owners face in trying to compete with other states for jobs and money.

“One of the things that we need in Utah is to create an environment where our companies are going to thrive and compete, and it’s a very difficult process,” he told CBC News.

“When you look at our economy, we’ve had a lot more competition than we’ve seen.

We have a lot less competition than the rest of the country, and you’re going to see a lot fewer job opportunities coming in.”

The Utah Chamber’s McBride said the business council is also concerned about the lack of diversity in Utah business.

The Chamber has advocated for a state-wide diversity of business, especially in the entertainment and technology sector, for years.

In 2016, the group wrote to the Utah Legislature and the governor asking them to pass a statewide diversity law, and the bill passed the legislature.

The chamber also has advocated that the Utah legislature pass a minimum wage increase for Utah’s economy, which would create a $15 minimum wage for all workers, including people working for small businesses.

McBride added that he is hopeful that the Legislature will take
